Scanned PDFs need text first
A scanned page is a picture of a page, so there are no words to convert. Run OCR PDF first to recognise the text, then convert the result to Word.
What to expect from the layout
Headings, paragraphs, tables and pictures are rebuilt as Word elements. A page laid out like a poster, with text in many floating boxes, will need more tidying than a report or a letter.
